It appears to be Elena Negroni. There isn't much footage outside of promotional interviews and very short highlight clips from this Puerto Rican promotion. Too bad, because the ladies are pretty cute.

I did a little snooping through their instagram and put together a highlight reel from their clips. The quality isn't too bad, but they only have 1 hit from the strap, which I let loop a few times when I recorded it

So... technicalities aside, it's Skye Blue and I'm going to put anything close to Skye getting spanked on here. Toni Storm uses an electronic bug zapper on Skye Blue's bottom, during a match under street fight rules.
