It appears to be Elena Negroni. There isn't much footage outside of promotional interviews and very short highlight clips from this Puerto Rican promotion. Too bad, because the ladies are pretty cute.

I did a little snooping through their instagram and put together a highlight reel from their clips. The quality isn't too bad, but they only have 1 hit from the strap, which I let loop a few times when I recorded it

Alright, back to Hungarian Championship Wrestling we go, unexpectedly. It seems there's been a couple of fairly good quality spankings that took place after the previous ones, in what I'm calling the "HCW Underground Era".

First, Iva Kolasky is being bullied by Gulyas Iren, during their match and Iren puts Kolasky over her knee for a couple firm smacks.

Then later down the line, Kolasky, now seemingly a heel, is in the midst of a feud with Orsi. Kolasky has pulled a bait and switch previous to this, where it seems she was scheduled to have a match with Orsi, but then had a guy named Avatar wrestle in her place. The same thing happens here, but this time it's Rufus Goldfeet who will step in to wrestle Orsi, and he has his way with her, eventually Orsi ends up across Rufus' knee for a good spanking.
