  This was unidentified for a long time. But judging from the pic below (from the IMDB entry) it is definitely the same movie (outfit, face etc), so this is a publicity stunt for the musical. The movie is available online ( https://ok.ru/video/2088806189748 ) and shows that pirate performance pretty much at the end, but it has no any sort of spanking. So I consider this a publicity stunt only.
