This is a scene from a movie your parents wouldn't have approved of (sleaze, softcore and such).

There are several scenes in this one and it's impossible to say who's getting spanked really.

Interestingly enough all the guards are equipped with a rather unique type of whip.
The movie might be Brazilian but those things look a lot like the Rebenque whip - which is the the traditional riding, fighting, and punishing whip of the gauchos (mainly attributed to Argentina).
I own such a thing and it's really more like a strap with a handle.

So this is another Women in Prison movie and the Brazilian director really made a complete mess out of it.
There's a lot of nudity, male actors are rare until the very end of the movie. There's a lot of sexual scenes as well, but they all fail to be erotic in any way.
Worst of all - while the movie probably tries to tell a story - the scenes are put together in a puzzling way and there's no sensible story to be found. Even if you try hard.
Since it fails to entertain in any other way it's really quite boring although the complied clip might tell you otherwise.
The cutter or director or both most have been on drugs for the last part of the movie. It completely changes the style all of a sudden.
All of a sudden the rather tame softcore and violent scenes of the first part are replaced with real (still boring) hardcore action. Suddenly there's gore as well and some other really disturbing scenes which will make you delete the movie right away.
So don't bother watching it.
