No subtitles for this one, unfortunately. From what I've read about the scene; Empress Ci Xi orders Zhen Fei (Meng Zhao) to be punished for insulting the Empress.
Overall a good scene.
The paddle is rather unusual. I guess they didn't want to fake the paddling too much (camera-wise), so they used something softer. It's sort of flexing while being swung and the sound it makes is quite "hollow". Nothing made out of solid wood in my opinion
