That is definitely an improvement. There isn't a ton of pixelation on it.

It isn't a great leap forward, but this is the streaming version of Young Ideas (1943). It's just a little cleaner and brighter. It's also edited down more as I clipped this a few years ago and don't have the full film anymore.
